Mr. de Mergelina is a distinguished financial sector expert with more than 30 years of experience, including 18 years in senior management positions at BBVA. In 1997, he joined the World Bank as a Senior Financial Expert for Latin America and later collaborated with the Inter-American Development Bank, participating in bank supervision and restructuring across the region.
Throughout his career, he has played a key role in implementing prudential regulations and banking supervision in Honduras, Nicaragua, Bolivia, Colombia, and Spain. He has advised on privatization processes and regulatory framework strengthening, in addition to leading on-site bank inspections, and authored the IDB's Operational Guidelines for banking crisis resolution. Since 2005, he has worked as an independent consultant for organizations including the IMF, IFC, and the World Bank, and between 2009 and 2011 advised on the merger of 15 financial cooperatives in Spain.
Since 2013, Mr. de Mergelina has contributed to the growth of Grupo Financiero Atlántida, playing a crucial role in its expansion, and has served on the Board of Directors of Pacific Bank, S.A. since December 2022.
